A Gradual Transfer of Recovered State Assets Since 2025
Indonesian Palm Oil News (IPO News), Jakarta — PT Agrinas Palma Nusantara (Persero) has now been entrusted with approximately 4.12 million hectares of areas recovered by the Indonesian state. However, the figure needs to be understood correctly: the 4.12 million hectares does not mean 4.12 million hectares of productive oil palm plantations.
The areas originate from various lands brought back under state control through enforcement and asset-recovery processes. They include areas associated with violations involving oil palm plantations, industrial timber plantations, and obligations related to smallholder plasma schemes. The areas have been transferred to Agrinas Palma in several stages.
Starting with Former Duta Palma Assets
Agrinas Palma’s journey began in March 2025, when the company received a mandate to manage approximately 221,868 hectares of state-recovered land. Part of this initial portfolio came from assets formerly associated with Duta Palma Group.
The transfer continued through several subsequent stages. Stage II added approximately 217,000 hectares originating from 109 companies, while Stage III added around 394,500 hectares from 232 companies.
By Stage IV, the total area entrusted to Agrinas Palma had reached approximately 1.5 million hectares. Stage V subsequently added another 204,570 hectares involving 124 legal subjects across six provinces.
By the end of 2025, the total area entrusted to Agrinas Palma had reached approximately 1.7 million hectares. Importantly, only part of this portfolio consisted of active oil palm plantations, with approximately 730,000 hectares identified as active oil palm areas.
A Major Addition in 2026
A significant expansion took place on 13 May 2026, when Agrinas Palma received an additional 2.37 million hectares under Stage VII.
Following this transfer, the total area of state-recovered land entrusted to Agrinas Palma reached approximately 4.12 million hectares.
The portfolio is therefore highly diverse. It does not originate solely from former oil palm plantations, but from various areas recovered by the state through enforcement measures and the revocation or recovery of rights and permits.
4.12 Million Hectares Does Not Mean 4.12 Million Hectares of Oil Palm
This distinction is particularly important.
Agrinas Palma has stated that approximately 730,000 hectares of its managed area consist of active oil palm plantations, while other areas remain subject to verification, legal review, mapping, and further assessment.
In other words, the 4.12-million-hectare figure represents a broad portfolio of state-recovered areas under Agrinas Palma’s mandate, rather than a single, fully productive oil palm plantation estate.
The company is therefore facing a major task: determining the status and most appropriate utilization of each area while ensuring legal compliance, environmental considerations and the interests of surrounding communities are properly addressed.
From Recovered Assets to Productive Assets
The scale of Agrinas Palma’s land portfolio creates both a significant responsibility and a substantial opportunity.
The key challenge is not simply managing millions of hectares, but verifying, organizing and transforming these recovered state assets into productive and sustainable economic resources.
Agrinas Palma is now moving toward a broader role covering plantations, food production and energy development. Its future performance will therefore depend not merely on the size of its land portfolio, but on how effectively the company converts these recovered assets into sustainable value for the state, local communities and Indonesia’s national economy.
From former Duta Palma assets and areas associated with hundreds of companies and legal subjects to the additional 2.37 million hectares transferred in 2026, the story of Agrinas Palma’s 4.12 million hectares is ultimately a story of gradual state-asset recovery, restructuring and a new phase of national agribusiness development.
