Since 2019, the Government of Indonesia has mandated the fortification of palm cooking oil with Vitamin A as part of a broader national strategy to combat micronutrient deficiencies. Alongside fortified wheat flour, salt, and rice, this initiative reflects a well-established approach known as food fortification, which means adding essential vitamins and minerals to staple foods consumed daily.
Globally, food fortification is recognized as one of the most cost-effective public health interventions. For every dollar invested, the return is estimated to be up to $27 through enhanced productivity, lower healthcare costs, and improved overall health outcomes. Indonesia has been part of this movement for decades, supported by strong collaboration between government, scientific institutions, advocacy organizations, and most critically, the food industry itself.
At the center of this ecosystem are food producers, such as millers, refiners, and manufacturers, who ensure that safe, nutritious, and affordable fortified foods reach millions of households. Their role is both industrial and societal, and this is where Millers for Nutrition comes in.
Being a private-sector-led coalition, Millers for Nutrition works closely with food processors committed to delivering high-quality, adequately fortified staple foods. The initiative recognizes that millers and refiners are not just producers, but they are rather frontline contributors to public health outcomes.
Yet, implementing fortification is not without challenges. Across the value chain, producers face operational realities ranging from policy compliance and technical complexities to ensuring consistent access to quality inputs. Millers for Nutrition supports industry players in navigating these challenges by providing access to global technical expertise, tailored training programs, product testing for data-driven decision-making, and digital tools that enhance operational efficiency.
Most importantly, the palm cooking oil industry is already highly advanced in markets like Indonesia. Having deep technical expertise and established infrastructure, the sector has demonstrated strong leadership in implementing fortification on a large scale. Millers for Nutrition, therefore, not only supports but also seeks to recognize and elevate these efforts by positioning industry players as champions of nutrition.
Indonesia’s magnitude in palm oil fortification makes this effort particularly impactful. As one of the world’s largest producers and consumers of palm oil, the country has a unique advantage of cooking oil being consumed daily across nearly all households, making it an ideal delivery vehicle for micronutrients such as Vitamin A, enabling wide and consistent reach.
Challenges Amid Disruption
The government’s leadership has been instrumental in strengthening this ecosystem. Mandatory fortification policies for edible oil, salt, and wheat flour, combined with voluntary standards for fortified rice, have created a strong regulatory and operational foundation.
However, there remain some gaps. One of the biggest challenges is the continued presence of loose and unpackaged palm cooking oil in the market. Often, loose oil is non-fortified and lacks robust quality control and traceability mechanisms. This leads to inconsistencies in nutritional delivery and limits the overall effectiveness of fortification efforts, especially among low-income populations who are most vulnerable to micronutrient deficiencies.
At the same time, broader global disruptions are introducing new pressures. Rising fuel costs that are driven by ongoing geopolitical volatility are leading to an increase in expenses towards logistics and distribution across Indonesia’s geographically complex supply chain. These escalations in cost affect every stage of the value chain, from crude palm oil transport, refining and finally the distribution of the refined product.
Furthermore, there has been a sharp increase in packaging costs in recent times in Indonesia. They have more than doubled due to global petrochemical supply constraints. This establishes a significant challenge to ongoing efforts advocating for fully packaged cooking oil. As packaging becomes more expensive, sustaining business viability becomes a challenge for the producers.
Toward Collective Action
It is not possible for any single stakeholder to solve these challenges in isolation. Millers for Nutrition aims to act as a bridge by supporting processors of all sizes, from small and medium enterprises to large-scale refiners. By providing practical technical assistance, capacity-building tools, and access to testing and innovation, the initiative works to ensure that fortification is not perceived as a regulatory burden, but as a sustainable and value-adding business practice.
Even larger industry players can lead by continuing to invest in fortified, high-quality packaged oil; the sector can reinforce its role as a driver of both economic and social value.
The stakes are high, and the current global environment is leading to a nutrition crisis. Rising costs threaten to push vulnerable populations towards cheaper, lower-quality, and non-fortified food options, which could even reverse years of progress in addressing micronutrient deficiencies.
Indonesia’s cooking oil industry has a critical role to play in this context. Food fortification has already delivered measurable public health benefits across the country, and through sustained collaboration between government, industry, and initiatives like Millers for Nutrition, its impact can be further expanded.
The path forward is clear, including strengthening systems, supporting producers, and ensuring that fortified cooking oil remains safe, affordable, and high-quality, reaching every household, every day. Indonesia has already created the foundation, the scale, and the expertise. A collective action is the only remaining requirement to secure its nutritional future.
